The Southeast Asia Astronomy Network (SEAAN) are pleased to announce the 13th Southeast Asia Astronomy Network Meeting (SEAAN 2023), which will be held in Manila, the Philippines, from 28 - 29 November 2023. The theme of the meeting is "Radio Astronomy Development in Southeast Asia."

Radio astronomy is a rapidly developing field in Southeast Asia, with many countries in the region establishing radio astronomy facilities at universities and institutions. This progress has been driven by a number of factors, including:

The increasing availability of funding for astronomy research
The growing interest in astronomy among students and the public
The development of new radio astronomy technologies
The development of radio astronomy in Southeast Asia is a significant achievement, and it has the potential to make a major contribution to our understanding of the universe. Radio astronomy can be used to study a wide range of astronomical phenomena, including:

The formation and evolution of galaxies
The physics of black holes and neutron stars
The search for exoplanets
The study of the cosmic microwave background
The 13th SEAAN meeting provides an opportunity for astronomers from Southeast Asia and around the world to come together to share their latest research and discuss the future of radio astronomy in the region. We hope that the meeting will foster new collaborations and lead to new discoveries.

In addition to the scientific program, the 13th SEAAN meeting will also feature a number of social events, including a welcome reception. We hope that these events will provide participants with an opportunity to meet new people and network with colleagues from the region and around the world.

One of the long-term goals of the SEAAN community is to establish a Southeast Asia VLBI Network (SEA-VN). A VLBI network is a group of radio telescopes that are synchronized to observe the same astronomical object. By combining the data from different telescopes, VLBI networks can achieve much higher resolution than individual telescopes.

A SEA-VN network would be a valuable asset for astronomers in Southeast Asia. It would allow them to study a wide range of astronomical phenomena at high resolution, including the formation and evolution of galaxies, the physics of black holes and neutron stars, and the search for exoplanets.

The establishment of a SEA-VN network would also be a significant step forward for astronomy in Southeast Asia. It would demonstrate the region's commitment to astronomical research and would help to attract new talent to the field.

It is hoped that the 13th SEAAN meeting will be a step towards the establishment of a SEA-VN network. Participants are encourage to discuss this possibility and to think about how it can be made a reality.
